Chief of Treasury, Budget and Fiscal Services

The Department of Budget and Fiscal Services (BFS) is seeking applicants to fill the vacant civil service position of Chief of Treasury for the Treasury Division.

Under the general direction of the BFS Director, the Chief of Treasury is responsible for administering the overall activities of the City’s Treasury Division involving centralized cash management, investment and portfolio management, debt issuance, management and financing, and the City’s general government and enterprise fund accounts receivable and collection programs.

The successful candidate must have strong leadership skills and experience, passion and demonstrated expertise in key treasury roles and responsibilities, be able to work effectively with varied internal and external stakeholder groups, be goal and execution focused, and meet the minimum qualification requirements below.

Minimum Qualification Requirements:  

A combination of education and experience substantially equivalent to graduation from an accredited four year college or university with a bachelor’s degree in accounting, finance, business administration or a related field and five years of senior financial management experience which shall have included cash and investment/portfolio management, accounts receivable program management, and bond issuance/structuring or securing other types of financing, two of which shall have included direction of or assistance in directing pertinent financial management programs at a senior supervisory level.

Salary:

$10,211 - $16,346 per month, based on experience.

The Treasury Division, with a budgeted staff of approximately 50 full-time equivalent positions, is responsible for the city’s cash, investment and portfolio management, debt administration and accounts receivable and collection programs. It manages the City’s treasury function, and secures, deposits and invests funds as authorized by law. Additionally, the Division administers the receivables and collections for real property taxes, Oʻahu transient accommodations taxes, public service company taxes, refuse-disposal and collection fees, special assessments, automotive fuel and maintenance fees, engineering inspector overtime and permit fees, wastewater engineering inspection charges, sewer lateral charges, recovery of road and sidewalk repair, recovery of costs for damaged traffic property, concession agreements and lease rents.
