Chief Data Officer

The City and County of Honolulu is seeking a highly skilled and experienced individual to join our administration as the City’s Chief Data Officer. As the Chief Data Officer, this individual will play a critical role in providing top-level staff and executive assistance to the Mayor and Managing Director, overseeing the City's data management, governance, collection, analysis, protection and dissemination efforts.

This position requires a strategic leader with a deep understanding of data management practices, as well as the ability to coordinate projects and initiatives to achieve administrative goals and objectives, in alignment with the Mayor’s strategic priorities.

Responsibilities:

  • Conduct inventory and capacity assessments of the City’s current ability to collect data sets at all City departments and agencies, as well as of the public’s current level of access to that data.

  • Develop and implement a comprehensive data management strategy to ensure effective and efficient handling of data across the City and County of Honolulu, and identify prioritized, specific short-term goals that are achievable within the two years following adoption of the plan.

  • Monitor all departments and agencies’ progress toward achieving the city data plan’s goals, including establishing procedures for reporting progress.

  • Coordinate with department heads to assess data needs, establish data governance policies, and ensure proper management and utilization of data resources.

  • Collaborate with stakeholders to identify opportunities for data-driven decision-making and provide recommendations for improving the efficiency and effectiveness of City programs and policies.

  • Oversee the collection, analysis, and interpretation of data to support evidence-based decision-making processes.

  • Facilitate the sharing and use of department data between or among other executive branch departments and agencies – as well as with the legislative branch, and with the public.

  • Implement data protection measures and ensure compliance with relevant data privacy and security regulations.

  • Foster a culture of data-driven decision-making by promoting data literacy and providing training and support to City staff.

  • Stay up-to-date with emerging trends and technologies in data management and recommend innovative solutions to enhance data operations and analytics capabilities.

Qualifications:

  • Bachelors Degree from an accredited college or university with specialization in information systems, data management or related field.

  • A minimum of 3 years of experience in a leadership role overseeing data management, preferably in a large and complex organization.

  • Strong knowledge of data governance, data quality management, data integration and data protection practices.

  • Demonstrated experience in developing and implementing data management strategies, policies and procedures.

  • Excellent analytical and problem-solving skills, with the ability to interpret complex data sets and provide actionable insights.

  • Familiarity with relevant data privacy and security regulations.

  • Exceptional communication and interpersonal skills, with the ability to effectively communicate complex concepts to both technical and non-technical stakeholders.
